There are four papers available for download, but this requires registration, and the papers themselves offer nothing new. The site does not appeared to be regularly updated. Last update 2005.

The firm focuses on management consulting, education, and the exchange of ideas in all areas of performance improvement, including resource management, organizational design/development, and outcomes management. The site has a public sector bias, emphasises employee performance measurement and associated organisational issues, but also supplied some material on other approaches. The most useful part of the site is list of articles, mostly by Steve Montague of PMN, on Performance Management topics. These are mostly pretty interesting, and our link takes you directly to this page. The site does not require registration but you can register for additional resources. Some parts of the site appear to be unfinished, but the site does appear to be being updated, so maybe these gaps will close over time.

The site has a very useful "Directories" section which provides summary detail about many players in the PM world - Academic Conferences, Consulting companies, Courses and Commercial Conferences, Journals and Publications and Software Products There is an extensive Forum, Blogs by four of the major contributors and also details on Membership of the Association.

Site simply promotes their own academic activities (e.g. Papers etc.),teaching programmes and commercial interests, including courses and books etc. Alludes to many papers being available for download, but only a few samples actually on the site.There is a demo version of a 'measures database' to download (but demo version has little content) - the development of the database itself was funded by the UK Government and several firms.The group also publish jointly with Gartner 'The Balanced Scorecard Software Report' - a very, very expensive catalogue ($995!) of Balanced Scorecard software products that lists only 28 out of the over 90 products available.

Summary information on these downloads indicates that they are as much for marketing as educational purposes.

Also available is a free to download software tool for measuring software performance and a presentation discussing the lessons learned when planning and performing measurement across various organisations.

Also, the links have no 'descriptive' information bar a couple of words - so the links have a somewhat "pot luck" element to them. Nonetheless, a useful page.

Themanager.org offers quick and direct access to management-knowledge elsewhere on the Internet - articles, studies, checklists, FAQs and more, and is available in both English and German. This page takes you to their list of Balanced Scorecard sites and downloadable articles - which includes several papers and links to 2GC's Balanced Scorecard resource centre. (They clearly have good taste!). However, the list doesn't appear to have been checked since 2006, and as a result now has many out of date links (and no material published since then). This might be fixed however, as parts of the wider site are being updated still. The books list is similarly dated, and rather sparse. But overall, still a fairly useful page of links.

Also has reference material concerning current and previous UK requirements for performance reporting by such bodies, and details of project work to establish 'Quality of Life' measures for use within this reporting activity. Has links to other UK Government statistics / performance reporting sites.

The search engine works well, and seems to search "within" documents too.

A range of interesting resources within this scope - including a timeline of the evolution of federal laws and regulations that affect this area of interest. Particularly useful is the case "clearing house" availiable in the resources section. Here details of agency programmes are submitted with lessons learned from the projects. Overall a most useful site. Site has a range of good articles, and has links to other Federal PM sites. The site also offers a free-to-download booklet on performance measure design.

The focus is on TQM and Re-engineering, Strategic Planning and Team-building/Leadership. The site has a couple of interesting pages looking at Performance Management and Balanced Scorecard issues, and the company offers training on these and many other topics. There is also a useful three minute presentation on Balanced Scorecard, in either English or Spanish.

The page is part of a set of pages relating to the UK's now defunct "National Indicator Set":http://www.audit-commission.gov.uk/localgov/audit/nis/pages/default.aspx (also reviewed in this weblinks system). The jewel here is an excel spreadsheet listing over 7,000 measure definitions from 2001 categorised across about 100 application areas (e.g. from Affordable Housing to Waste Collection). Many of the measure definitions are very specific, but they are usually clearly described and cross-linked to others in same database. Some measures are actually reporting categories (e.g. 'Primary school pupils main mode of travel to and from school'). Overall the spreadsheet highlights just how poor the measure definitions in the currently trendy "KPI Library" sites are. The page also has links to some other UK Government papers on use of Performance Indicators (e.g. from Audit Commission), and to other useful data sets, including measures related to procurement, economic regeneration, equality and diversity, CCTV cameras. These additional resources are in the form of PDF documents to download.

Other related offerings include discussion fora, tutorials podcasts and blogs covering this topic.Although providing little on Performance Management, the BI discussion forum does periodically host technical exchanges about software packages that can be used for this purpose.

The site contains very little information either about the firm or the topic, other than supplying a reasonable list of useful KM / IC journal articles by some of the principals of this firm. The most recent research papers cited dates from 2008, but it is clear that the site is being updated as late as 2010. ICS appears to use (perhaps unsurprisingly a variation of the Edvinsson / Roos Intellectual Capital taxonomy, combined with Performance Driver type analysis to identify areas of management intervention. The site design is a bit odd, but the reading list is pretty good, and worth looking through.

There is also newsletter facility, and a series of webcasts and podcasts is highlighted. The site used to have an extensive list of links to other websites, but this link now points to an open domain (i.e. junk search engine).

Other services relate to Business Excellence, HR and 'Institution Building' and, topically, Turkey and the European Union. Under the Strategy Implementation page, the site has a short, high-level description of Balanced Scorecard in English and reference to 2GC, and is as far as we know the only web site to provide a description of the Balanced Scorecard in Turkish. The site provides a several dozen articles on a wide range of topics, although these are mostly from a while ago and all appear to be authored by the ARGE Chairman, Dr. Yılmaz ARGÜDEN. The site has some links to Turkish management organisations, but otherwise is a conventional consultancy service site.

There are a number of features of the site focussed around the book such as a set of chapter summaries of the book and a list of Balanced Scorecard seminars. It is now essentially a site for the Swedish based consultants behind the book and the website. In addition, the site offers back copies of a bi-monthly newsletter and you can sign up for more. You can also download a number of papers and presentations, but most of them require passwords that are only provided at the associated seminars. There is also a questionnaire that can be completed - billed as a BSC Analyser - which seems to give identical responses whatever answers you give... and the solution is to contact the consultancy for more advice.

In addition to this site, Stacey's contributions can be found on a variety of other sites around the web. PuMP places an emphasis on an holistic approach to measure selection that includes consideration of how the measurement information is used as well as how selected. The site has a range of pdf documents about PuMP to download, and links to some other resources (mostly books) about performance measurement. The arrangement of the site is a bit quirky, and this coupled with an unresponsive web server (when reviewed) made navigating around the content hard. So our link takes you directly to the "free info" area. Overall a good / useful site, that is kept up to date.

The initiative had lofty goals, described on this site as _The NIS is the only set of indicators on which central government performance manages local government_. The initiative was closed down on 31 March 2011. This site is a repository for the information collected during the period of the initiative, and provides links to a spreadsheet that documents the final version of the NIS. This spreadsheet is impressively detailed, describing in some detail what was to be counted, but with less detail about how it was to be done. Other links on this page connect to guidance notes prepared by the UK Audit Commission concerning performance measurement, along with links to other information sources. Very useful, and recommended if you are interested in Local Government performance measurement.

The fundamental concept of the products is to execute the company strategy according to the methodology of the Balanced Scorecard. The site can be viewed in English, German or Italian. There is a download section for software, but that requires registration (free). They also publish a few case studies, the site has been updated to included separate English, Italian and German versions. It includes links to Horvath and Partners survey from 2008 in German markets showing that this software is the most used of specific BSC software (18%) but with Excel (42%) far exceeding any particular software.

This document is well worth a read particularly if you are more interested in the use of Balanced Scorecard in public sector organisations generally.

The site has links to a host of freely available papers and presentations with information on earned value project management for government, industry and academic users. It also has an international events calendar of for Earned Value Management conferences. The site is updated regularly.

It does however carry a number of ads and is quite pushy on the sale of books.The site used to be run by Horvath Consulting - a consulting firm closely linked with the US based Balanced Scorecard Collaborative. However, it now appears to be set up as an independent portal, although Horvarth Consulting still has a clear presence. The site does not seem to be very "live" now in 2011.

Combining market and marketing orientated articles and commentaries by and for marketeers from software firms with promotional articles by consultancies, the site has lots of content but sorely needs some sort of editorial control. The 'Research' section offer 6 articles under Balanced Scorecard, unchanged over the last year. One article by Ventana Research entitled 'Do Scorecards Add Value?' provides a thoughtful take on why all adopters of Balanced Scorecards can not demonstrate clear benefits from doing so.Papers are only shown per monthly issue, there doesn't seem to be a library covering back copies, which makes searching complicated.Portal sites like this are increasing in number. To succeed this one will need to reward a visit with a more compelling experience than is currently the case.

Their preferred approach uses the Balanced Scorecard framework, and so the site includes short training on basic first generation Balanced Scorecards and guides visitor through creation of their own. Site includes access to a wide range of simple tools to support things like documentation of priorities, questions to ask employee supervisors, a self-assessment survey, a glossary of terms, links to websites and articles. This site also has a reasonable list of links to other websites (including 2GC's) under the Resources section.

If you are a library or indeed any not-for-profit organisation this is an excellent introduction to the experiences associated with Balanced Scorecard implementation in this type of environment. The approach presented is somewhere between 1st and 2nd generation, so if you are familar with the 3rd Generation Balanced Scorecard methodology you can learn a lot from these presentations about why this latest best practice approach has emerged. The site contains 2 lengthy video presentations. The two-segment video presents the Program Evaluation: The Balanced Scorecard Method Brown Bag Session in its entirety in specific relationship to managing libraries. This FLICC discussion features an overview of the BSC methodology by a management expert at the National Institutes of Health (NIH), followed by presentations from staff of both the NIH Library and the National Institute of Standards and Technology Library, where BSC applications are in progress. A speaker from the University of Virginia libraries describes use of BSC in a large academic library system. For example, the last post to the discussion form was in 2005 and discussion threads are short. The intention of the site is "to enable members to mutually assist each other in understanding, and implementing, this method" - fine idea that seems not to be working in practice. Pity.

The site does have a blog, and this is perhaps the most interesting part of the site.

The major area of interest from a performance management perspective is the Balanced Scorecard resource page (which our link points to), but also worth noting are a very good presentation on use of Balanced Scorecard as a project management tool located elsewhere on the site. The site is simply and cleanly laid out, though its layout is a bit awry in modern browsers. While most of the links tested appear to be valid etc., as would be expected for this type of site-of-record, inceasingly the links are becoming dead. Nonetheless, highly recommended.

It is a vehicle for promoting a 'joined up approach on performance management' within UK Local Authorities. We quite liked the original site, and the good content that characterised the site has been carried over to the new one. The layout / design of this site is better than the new one, and for as long as it lasts, the site provides a good way into the materials on the linked Wiki site. The rating given reflects the quality of the material on the wiki site.

It replaces an earlier agency called IDeA. This site contains the content IDeA assembled concerning Performance Management in Local Government and that used to be hosted on the IDeA site. This extensive material includes case studies, a whole variety of guidance and how-to documents, and links to several Audit Commisison and IDeA documents on Performance Management. Overall quite interesting / good quality. The site also has a discussion forum that focuses on Performance Management issues in UK Local Authorities as well as other local authority management issues - though this is relatively new and does not reference back to the much more active IDeA forum, which is a shame. In theory as a Wiki it can be contributed to by anyone, but in practice we could not see any material not contributed by members of LGID. The site is hosted on the free "Wetpaint" wiki system, and uses what appears to be a default page design. When reviewing, it was pretty sluggish, is hard on the eyes, and is pretty hard to navigate around. But site has good search facility, and a useful keyword tagging system.

Spending $4bn each year on its development programmes, the agency naturally has an interest in tracking the performance of its investments and efforts. Although not focused on the Balanced Scorecard, USAID practices performance management and via the site supplies some lengthly documentation on the subject. Of particular interest is something called a "Performance Management Toolkit" - a 124 page document produced with the help of IBM Consulting and focused on planning and measuring development projects. Further documents help with indicators on specific subjects, for example relating to strengthening democracy and good governance. In summary, a useful site for those with interests in performance management within the development sector.

The resources section contains adverts for several of Paul's books, links to eleven short commercial articles on Balanced Scorecard, and a short glossary of terms. The Services section also contains a very brief description of Balanced Scorecard thinking that is (as with most of Paul's material) strongly derivative of that promoted by Renaissance Consulting in mid to late 1990s, and currently by the Balanced Scorecard Collaborative. The web site is cleanly designed, but for the most part purely commercial in focus.

While providing only basic information on each subject area, the summarised information serves as a useful introduction or refresher on a wide range of management topics. The information is also current, including 3rd Generation Balanced Scorecard, for example. In addition, it does neatly link cross cutting topics for example Balanced Scorecard and Strategy Maps. A recent addition to the site is a 'premium' section, at €49 per year, and offering videos, graphics and other novelties of uncertain value.

Some articles and resources are free and some only availiable from a Premium Section of the site, which charges a $10 fee for 2 months access. We have not reviewed this paid-for content.

The quality of the articles is good, but there are not many of them, and they are hard to get to (they sit behind a free-registation login system). The site suggests it has some "community" features, but in practice this is just a list of Actuate clients (by name, no details of work done for them).

Although potentially helpful to the newcomer to Balanced Scorecard, Chinook's approach is grounded in mid-1990s thinking about the framework.

Useful if only to see what a big ERP provider offers in terms of performance management and Balanced Scorecard.

The site provides links to a large collection of articles about Knowledge Management and Intellectual Capital written by Karl-Erik Sveiby, an pioneer of the field. An excellent starting point for learning more about Knowledge Management, the site appears to have been abandoned in 2009, and is getting a bit long in the tooth now. The site relies heavily on Flash animations.

The site has been unchanged now since 2006, and the last substantial content was added (it seems) in 2003, so a bit of a museum piece now. Arthur was closely involved in developing tools at Analog Devices in the late 1980s that strongly influenced Kaplan & Norton's original works on The Balanced Scorecard. The site includes a long but interesting paper by Arthur Schneiderman about his experiences, and this will appeal to those interested in Balanced Scorecard history. A number of Balanced Scorecard and Performance Management related articles appear in a Publications section reached from the ‘Contents’ link on the opening page. On the whole a good site with a lot of information, but requires that you make some time to look for it.

Information on the 'theory' behind their software packages is available through links to the related QPR Online site, and a dozen or so white papers are supplied, written by various QPR partners (generally consultancies), though contributing little new to the subject. Accessing any of this content requires that you register your contact details on the site.

Layout and navigation of the site are ok.
Zigon Performance Group	http://www.zigonperf.com/index.html	2.18	2.18	0	0	1	0	The Zigon Performance Group is a management consultancy specialising in performance measurement, with a particular focus on employee performance related issues. It also has a methodology: Results Based Measurement - which focuses on results in its approach. This site was last updated (it seems) in 2007, and at the time had an interesting collection of articles, white papers and examples of measures from different business sectors, a pretty comprehensive recommended reading list, though now these are getting rather dated. Focus of the site however is the 8000+ item database of measure definitions that can be accessed for a fee of $100/year. This KPI library was perhaps years ahead of its time, but suffers from the self-same problems that the current crop of such sites do - the measure definitions themselves are pretty poor (often not much more than a restatement of measure name). The site used to host a popular discussion forum for HR related PM issues, but this closed several years ago. Likewise the Newsletter service no longer provides newsletters - even though sign ups to both systems are still presented on the site.

Advanced Performance Institute	http://www.ap-institute.com	3.82	3.82	0	0	1	0	Site for a small consulting firm (labelled as an "institute") run by Bernard Marr, originally a researcher from Cranfield Business School, he has for many years been better known as a prolific Performance Management pundit. His firm provides a standard mix of consultancy and training, mostly delivered via a network of independent "associates". The site reports two "Fellows", but it is unclear what role they have in the business. The site provides access to an extensive collection of resources of various kinds, but beyond three terse summaries of general topics all are hidden behind a registration screen (though registration is free). The materials themselves appear to focus mostly on implementation of the 2nd Generation Balanced Scorecard approach, but they are plentiful and pretty clearly written. Two areas of concern about the site. First, there is no search system on the site, so it is hard to find content. Second, the provenance of some of the material seems unclear - one 'case study' reported describes a project carried out by this reviewer, but the article makes no mention of this disconnection between author and the work reported: at least one person has misguidedly interpreted this as indication that the project was carried out by Mr. Marr. So be warned, all may not be quite as reported by API. The site also has a list of links to Software Vendors. But despite these reservations, a useful and good quality pool of material.

But there are some useful materials hidden away under the "About Palladium" menu, comprising some articles to view and some video clips. The link provided takes you to this information area directly. The content seems to echo closely other materials by K&N, so there is little value in coming to the site simply for these documents.

The main reason to visit this site is if you are interested in buying a subscription to use the software.

The site's focus has traditionally been the public sector, mainly in the USA, but recently changes in ownership have apparently broadened its focus. The BSI do consultancy, training and facilitated scorecard development in the USA using a methodology called Nine Steps to Success. The site contains some articles & papers, a few presentations and some links to other sites. The discussion forum that for many years was the focus of the site seems to have been closed down. The site has a strong US bias / focus.
SAS Knowledge Exchange	http://www.sas.com/knowledge-exchange/	2.18	2.18	0	0	0	1	A source of commercially relevant information if you use any of SAS's suite of data analysis tools, but otherwise not a useful source of information about Performance Management. Searching for common Performance Management related topics usually simply takes you to a list of SAS products. What it calls "White Papers" are mostly product descriptions: there are some good things within the noise, but they are hard to find. Overall a big pity - in some ways this site is all that remains of the "BetterManagement.com" site, which pioneered the idea of a Performance Management information portal through the 2000's: SAS closed the site down in July 2010.
EPM Review	http://www.epmreview.com/	3.64	3.64	0	0	0	1	This site is built around a collection of articles on "Enterprise Performance Management" (hence the EPM in the site name). Most of the materials on the site are attributed to either Paul Niven or James Creelman, Performance Management pundits paid by Corporater (who own the site) to provide content. The materials provided plentiful (about 100 items in total) and of good quality - typically an item comprises a short (700-1500 word) blog style entries with no pictures, but much of what is written appears to be based on information that the authors have made available in other places too. The site is powered by the Joomla open source CMS, and suffers from the normal navigation / look feel problem exhibited by these sites: it is hard to find specific content (really the only way to do it is to use the site search feature). As a result, the site currently feels more like a promotional site for these two authors than an objective source of information about Performance Management. This is particularly true of the newsletter - one person known to this reviewer assumed the newsletter (and site) were simply promotional material for Paul Niven. In addition, the site has an events section with only one current future event listed, downloadable lists of measures (though these are little more than lists of measure names), and a curious collection of blog entries linked to business cartoons - notable primarily because the author of these entries is the CEO of Corporater. When we first reviewed the site we called it "a promising start", and so it remains. With the addition of content from other sources, and a bit of love applied to the site's look and feel, this has the potential to become a useful site. But for now, it is a bit tired. The site reports an Editorial board of well known people from the Performance Management community: maybe time they do some editing...

Has many 'measures' listed, but most definitions appear to be are pretty useless, being simple restatements of the measure "Average cost per incident attended" is defined to be "Average cost per incident attended" (and gets a "four star" quality rating too!). The site has a variety of paid-for services starting at $139 a year (2011) which allow you to store measures in their system, and export them again (to Excel). You also have the ability to see some cross-population statistics/ Benchmark data (such as how many users have a KPI definition by Industry and Process) - giving an idea of popularity - also you can see targets used for each KPI and also link back to Strategies suggested by users. Also you can join KPI Project and manage all your KPIs on line for a cost. The site has a selection of blogs to read, a list of software vendors, and a moribund forum.

This paper looks at Balanced Scorecard and its role as a device for driving sustainability – something called a ‘Sustainability Scorecard. It appears to be a product of a bigger project “A Management Cockpit for Corporate Sustainability” until autumn 2002 funded by the German ministry for Education and Research (BMBF).The title of the paper is “Towards a Sustainability Balanced Scorecard” - sustainability in this context refers to: Economic; Ecologic; and Social sustainability.The paper analyses how the Balanced Scorecard (BSC) can be improved towards a Sustainabillity Balanced Scorecard (SBSC) and used a) to translate corporate sustainability strategies into action, and b) to integrate corporate sustainability better into the core management systems. Overall - an interesting use for Balanced Scorecard - but perhaps not all that practical.

The site includes a software demo for Cockpit Communicator, loaded with a case study data from a manufacturing organisation. This serves to give a good sense of the software capabilities. A second (PDF) demo showcases the Survey product.

The site offers access to a good example of an early Public Sector Balanced Scorecard, supplying strategic planning documents (including vision, mission, budget, Balanced Scorecard info, etc, for the units making up city government. Click on Performance Management and Strategic Planning link on left hand side to see a history of the Charlotte BSC. We note that the Balanced Scorecard methods used are also quite dated now - 2GC would refer to as a 1st Generation Balanced Scorecard. Go to the 2010 "Year End Corporate Report" (on right hand side under the Performance Management information heading) to see how the city is performing against its Balanced Scorecard targets. In summary, lots of local government Balanced Scorecard information supplied, although rather basic in nature.

The site is very focused on the software product, which means the materials are less useful for general purposes - the Balanced Scorecard concept video is about eleven minutes, and is a discussion of how the software works not really about Balanced Scorecard itself. Site layout is pretty hard on the eyes, and doesn't work very well in some browsers. Has a list of customers by major geographic region - might be helpful for people looking for organisations with Balanced Scorecards.

Site has some good content, focusing around the pair's proprietary take on Kaplan & Norton's 'Strategy Execution' theme - the "8" which is a graphical representation of the 7 steps to achieve successful strategy execution (could be confusing!). Also has a survey of strategy execution called the Barometer. Site has various other content available including a Blog run by Jeroen De Flander (one of the two consultants) and some other papers for anonymous browsing, and promises other articles if you sign up to the site.

Militaristic appearance of site reflects the background of the two principals, who each have a background in the US Armed Forces and are Six Sigma and BSC certified. No specific content about what they do, or tools and techniques used. But there is a simple blog that offers 300 word thoughts on issues relating to strategic performance management and a very simple 1st Generation Balanced Scorecard approach. StrategiCorps offers a very broad range of services (12 separate training courses for example). Clarity on how many of these services they undertake remains unclear. Additional information on the site provided on a downloadable PDF called a 'Capability Statement'

Most measure definitions on this site are submitted by users of the site. The owner of the site runs a closed approval process for suggested KPIs, involving approval by unspecified editors, against loosely defined standards. As is typical of these KPI sites, the measures suggested are mostly in the 'banal' and 'obvious' category, and so it is unclear what value they add. Examples include "Average cost rate of social insurance" which is defined as "$ Total cost of social insurance an employer must cover for its employees / # Employees covered by social insurance". Another ("% Users satisfied with public service responsiveness") has no formula at all rather this guidance "Index of various measures such as:... % of problems solved, assertiveness of staff". The site has some resources - 15 pages of simple text. The site's authors are firmly into the 2nd Generation Balanced Scorecard methodology, and the site content seems overly dependent upon submissions from visitors. Finally, the site includes a near-perfect copy of an earlier version of 2GC's own weblinks database (but with only a handful of web sites listed). A difficult site to recommend. Lots here, but mostly not very useful for practical purposes.

The organisation is a bit of a curiosity really, as it is based around a rather unclear principle (that annual budgeting is ineffective), but has no specific purpose beyond this. Associated with the organisation are various 'humanist' management models which broadly eschew hierarchical control. The site / organisation also makes attempts to appropriate organisations as exemplars even when there is little or no evidence that they use beyond budgeting ideas (e.g. Toyota, South West Airlines etc.). Participation in the roundtable requires payment of a subscription - the cost of which is quite hard to discover. But to save you the effort, we can let you know that General Membership is $15,000 per year. Membership of additional sections of the organisation is 'just' $5,000 a year. The site also links to the BBRT Online site which will sell you papers to read at £35 a copy... (free registration required to find this out).

There are various forms and other guides available covering issues such as recording measures and linking projects to organisational goals. The Balanced Scorecard elements are limited but this is a useful site for those interested in working in the NHS.

His definition of KPIs is that they are the ones that measure the organisation's performance on factors key to its success. He also talks about Key Results Indicators and Performance Indicators. The site indicates that David also deals with Critical success factors, Management and Leadership, Quarterly Rolling forecasting and Winning CFOs. The site has a great deal of content but much of it is only accessible: white papers, books, tools and templates - on payment or after attending one of his workshops or training courses. The site has a blog which covers a wide range of management and leadership issues as well as KPI related material. The quality of his material is good but might be difficult to integrate with your existing Performance management framework as he puts so much onus on one aspect - KPIs and has his own particular take on the performance management field.

The site is mostly concerned with commercial information about the company's reselling of these courses in Australia. The company is owned by Michael Court, who offered similar services independently in Australia until 2008 - it seems this is a rebranding of his earlier activities. Dr. Court appears to be the only employee of the firm. The site has one page of information about Balanced Scorecard - which comprises a simple summary of 2nd Generation Balanced Scorecard concepts: something consistent with its core training offerings. The site also offers access to a closed-wall community of past participants on its training courses.
