Some measures are actually reporting categories (e.g. 'Primary school pupils main mode of travel to and from school'). Overall the spreadsheet highlights just how poor the measure definitions in the currently trendy "KPI Library" sites are. Two areas of concern about the site. First, there is no search system on the site, so it is hard to find content. Second, the provenance of some of the material seems unclear - one 'case study' reported describes a project carried out by this reviewer, but the article makes no mention of this disconnection between author and the work reported: at least one person has misguidedly interpreted this as indication that the project was carried out by Mr. Marr. The materials provided plentiful (about 100 items in total) and of good quality - typically an item comprises a short (700-1500 word) blog style entries with no pictures, but much of what is written appears to be based on information that the authors have made available in other places too. The site is powered by the Joomla open source CMS, and suffers from the normal navigation / look feel problem exhibited by these sites: it is hard to find specific content (really the only way to do it is to use the site search feature). As a result, the site currently feels more like a promotional site for these two authors than an objective source of information about Performance Management. This is particularly true of the newsletter - one person known to this reviewer assumed the newsletter (and site) were simply promotional material for Paul Niven. With the addition of content from other sources, and a bit of love applied to the site's look and feel, this has the potential to become a useful site. But for now, it is a bit tired. Another ("% Users satisfied with public service responsiveness") has no formula at all rather this guidance "Index of various measures such as:... % of problems solved, assertiveness of staff". The site's authors are firmly into the 2nd Generation Balanced Scorecard methodology, and the site content seems overly dependent upon submissions from visitors.
